Crises which affect the tourism industry are a way of life. It is not if a crisis will happen to a destination but when it will happen. In a 24 hour news cycle, there are often two or three crises affecting global destinations at the same time. In fact, within the first two weeks of September 2017, there was an earthquake in Mexico, two hurricanes in the Caribbean and Florida, and a potential volcano eruption in Bali. Destinations must be prepared. Unfortunately findings from previous research conducted by the Tourism Crisis Management Initiative at the University of Florida suggests that destinations are still underprepared for crises, with less than 50% of the industry engaging in yearly updates to their tourism crisis management plan. The question to this is “why?” The academic literature has attempted to determine why the industry is not fully engaged in ongoing crisis management planning and it appears that leadership style, empowerment of leaders, and commitment to the process are all indicators to an ongoing crisis plan (Parmenter, 2010).

بحران هایی که بر صنعت گردشگری تاثیر می گذارند، قسمتی از زندگی می باشند. اینگونه نییست که اگر یک بحران برای یک مقصد رخ دهد، دیگر رخ نمی دهد. در یک سیکل خبری 24 ساعت، اغلب دو یا سه بحران بطور همزمان بر مقصدهای جهانی تاثیر می گذارند. در حقیقت، در دو هفته اول سپتامبر 2017، در مکزیک زمین لرزه رخ داد، دو طوفان در دریای کارائیب و فلوریدا و یک فوران آتشفشان در بالی رخ داد. مقصدها باید آماده باشند. متاسفانه، یافته های پژوهش های قبلی انجام شده توسط «ابتکار عمل مدیریت بحران گردشگری» در دانشگاه فلوریدا بیان می کنند که مقصدها هنوز برای بحران آماده نیستند، و کمتر از 50% از این صنعت در بروزرسانی های سالانه برای طرح مدیریت بحران مشغول و درگیر بوده است. سوالی که به ذهن می آید این است که «چرا؟» ادبیات آکادمیک تلاش داشته است تا مشخص کند چرا این صنعت کاملاً در برنامه ریزی مدیریت بحران مداوم مبادرت نداشته است و بنظر می رسد که سبک رهبری، توانمندسازی رهبران و تعهد به فرآیند، همه شاخص های یک طرح بحران مداوم می باشند (پارمنتر، 2010).

In line with the law and the Articles of Incorporation, the Executive Board, the Supervisory Board, and the Annual Shareholders’ Meeting are the executive bodies of Continental AG. As a German stock corporation, the company has a dual management system characterized by a strict personnel division between the Executive Board (management) and the Supervisory Board (control). The Executive Board has sole responsibility for managing the company free from instructions from third parties in accordance with the German Stock Corporation Act, the company’s Articles of Incorporation, its By-Laws, while taking into account the resolutions of the Annual Shareholders’ Meeting. Notwithstanding the principle of joint responsibility, whereby all members of the Executive Board share equal responsibility for management of the company, the members of Executive Board are all responsible for the areas entrusted to them. The Chairman is responsible for the company’s overall management and business policy; he ensures management coordination and uniformity on the Executive Board and represents the company to the public. The Executive Board had nine members (eight men, one woman) in fiscal year 2013.

همراستا با قانون و بندهای مشارکت، هیئت مدیره اجرایی، هیئت مدیره نظارتی و جلسه سالانه سهامداران، بدنه های اجرای Continental AG هستند. این شرکت به عنوان یک شرکت سهامی آلمانی، یک سیستم مدیریت دوگانه یا مضاعف دارد که مشخصه بارز آن، تقسیم بندی محدود و دقیق پرسنل بین هیئت اجرایی (مدیریت) و هیئت نظارتی (کنترل) می باشد. هیئت اجرایی مسئولیت محض مدیریت شرکت فارغ از دستورالعمل ها از طرف های ثالث طبق قانون شرکت های سهامی آلمان، بندهای شرکت این شرکت، قوانین جانبی آن هنگام در نظر گرفتن حل و فصل های جلسه سالانه سهامداران می باشد. با این حاصل، اصل مسئولیت مشترک، که به واسطه آن همه اعضای هیئ اجرایی در مسئولیت های برابر برای مدیریت شرکت سهیم هستند، اعضای هیئت اجرایی همگی مسئول زمینه های سپرده شده به آنها می باشند. رئیس هیئت مدیره مسئول مدیریت کلی و سیاست کسب و کار است؛ وی هماهنگی و یکپارچگی مدیریت در هیئت اجرایی را تضمین می کند و نماینده شرکت برای عموم مردم است. هیئت اجرایی 9 عضو دارد (9 مرد و 1 زن) در سال مالی 2013.

In this paper, dynamic characteristics of VSG control and droop control are compared to understand the difference of the two control methods caused by the presence of swing equation. Small-signal models of both methods are built, for both standalone mode and SG-connected mode, to calculate theoretical step responses of frequency change, in order to understand the inertia effect caused by the virtual inertia. Effects of delays in governor and P droop controller are also evaluated, and an approximated VSG control based on droop control, i.e., inertial droop control, is proposed. Although the idea of using first-order lag unit in droop control to emulate virtual inertia is already mentioned in [50] and [51], it is further developed in this paper by adding first-order lag unit to emulate the damping factor. State-space models of both methods are constructed to study oscillation of output active power.Theoretical results are verified by simulations using PSCAD/EMTDC and by experiments of a scale-down system.

در این مقاله، مشخصات دینامیک کنترل VSG و کنترل دروپ با هم مقایسه می شوند تا تفاوت این دو روش کنترل ناشی از وجود معادله سوئینگ، درک شود. مدل های سیگنال کوچک هر دو روش ، برای هر دو مد خود متکی و مد متصل به شبکه، ساخته می شوند تا پاسخ پله های نظری تغییر فرکانس محاسبه شود تا اثر اینرسی ناشی از اینرسی مجازی درک شود. اثرات تاخیر در گاورنر و کنترلر دروپ P نیز ارزیابی می شوند و یک کنترل VSG تقریبی براساس کنترل دروپ، یعنی کنترل دروپ اینرسی، پیشنهاد می شود. اگرچه ایده استفاده از واحد تاخیر مرتبه اول در کنترل دروپ برای شبیه سازی اینرسی مجازی قبلاً در [50] و [51] ذکر شده، اما بیشتر در این مقاله با افزودن واحد تاخیر مرتبه اول برای تقلید ضریب میرایی ، توسعه یافته است. مدل های فضای حالت هر دو روش بگونه ای ساخته شده اند تا بتوان نوسانات توان اکتیو خروجی را مطالعه کنیم. نتایج نظری بوسیله شبیه سازی ها با استفاده از PSCAD/EMTDC و بوسیله تجربیات با یک سیستم مقیاس کوچک سازی شده، تایید می شوند.
